A territorial governance body in West Africa wanted to move from managing its local development plan with fragmented Excel files to a shared web platform guaranteeing the quality and traceability of data produced by multiple sectoral actors.

── Challenge

Designing a participatory certification workflow adapted to sectoral focal points with limited digital literacy, while ensuring the rigour of published data: structured collection, automated quality controls and a tamper-proof audit trail.

── Approach
  • 013 distinct access profiles (Admin / Editor / Reader) with RLS ensuring data isolation.
  • 02Structured annual campaigns: collection windows, automated reminders, close-out and archiving.
  • 03Automated quality controls on entry: value ranges, cross-indicator consistency checks, duplicate detection.
  • 04Participatory certification: sequential validation by sectoral focal points before publication.
  • 05Complete audit log: full traceability of every change with timestamp and author identification.
  • 06Responsive interface adapted to field connectivity constraints.
── Results

First version tested with sectoral focal points. Feedback enabled refinement of the certification workflow and the data entry interface. Full deployment under way.
