Context
Senior expert engaged by IBF International Consulting for the long-term technical assistance to the RePaSOC programme, funded by the European Union (EDF, reference EuropeAid/138483/IH/SER/BJ) on behalf of Benin's Ministry of Economy and Finance. I took charge of designing and deploying the programme's monitoring & evaluation tools, with partners in Belgium and West Africa.
Challenge
Designing two distinct platforms each tailored to the specific needs of their users, coordinators, donors and implementing partners, while ensuring interoperability and compliance with OECD-DAC donor reporting standards.
Approach
- 01Methodological framing: refinement of the overall logical framework, definition of indicators and targets.
- 02Design of two dedicated web platforms adapted to the skill levels of field users.
- 03OECD-DAC aligned architecture for multi-donor reporting: indicators, outputs, outcomes and impact.
- 04Training of operators (CPSC, Régie, MdSC) and Technical Assistants in person and remotely.
- 05User documentation and change management support.
Results
Both platforms were deployed and adopted across all programme stakeholders. Operator training enabled quick uptake and autonomous use from the first months.
